Item 1 of the Notice cited Crossroads for failing to follow its manual of written procedures by not ensuring stud bolts extend a minimum of one to three threads past the nuts on each side of the flange, or 1.5 times the diameter of the stud bolts past the nut on the working side of the flange, in nine documented instances as required by 49 C.F.R. § 192.605(a). This letter is to inform you that PHMSA hereby withdraws the Notice, without prejudice, and reserves the right to seek future enforcement action based upon the allegations in the Notice.
