220151004_Region Withdrawal of Notice Letter_08202015_text.pdf, page 1Official PDFWITHDRAWAL of NOTICE LETTER CERTIFIED MAIL - RETURN RECEIPT REQUESTED August 20, 2015 Mr. Richard Keyser Sr. Vice President Operations Texas Gas Transmission, LLC 9 Greenway Plaza, Suite 2800 Houston, TX 77046 CPF 2-2015-1004 Dear Mr. Keyser: On August 11, 2015, the Pipeline and Hazardous Materials Safety Administration (PHMSA), Southern Region, Office of Pipeline Safety (OPS) issued Texas Gas Transmission, LLC (TGT) a Notice of Probable Violation (NOPV) for a probable violation of the federal pipeline safety regulations in 49 CFR Part 192. The NOPV pertained to TGT’s Guthrie Compressor Station in Louisiana. It cited TGT under §192.163 for failing to have at least two gates in a fence surrounding the station. On August 18, 2015, TGT responded to the NOPV in an email that included an overhead photograph of the Guthrie Compressor Station showing that there were at least two gates in the surrounding fence. While it unclear to me why TGT and the OPS inspector did not resolve this issue during the inspection, it is also clear there was not a probable violation of the code.
