McCann Vice President, Pipeline & Terminals Tesoro Refining and Marketing Company 1900 Ridgewood Parkway San Antonio, TX 78259 CPF 3-2005-5009 Dear Mr. McCann: On September 19-20, 2002; September 30-October 3, 2002; October 29-October 30, 2002 and November 19-21, 2002, representatives of the Central Region, Office of Pipeline Safety, and the Minnesota Office of Pipeline Safety, pursuant to Chapter 601 of 49 United States Code, conducted an onsite pipeline safety inspection of your Operation and Maintenance Procedural manuals at Roseville, MN and your records and field facilities in North Dakota and Minnesota. As a result of the inspection, Tesoro was issued a Notice of Amendment on February 10, 2005, which proposed amendment of your procedures. Tesoro submitted its amended procedures on March 11, 2005. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation.
