McGonagill Chief Operation Officer Alliance Pipeline L.P. 6385 Old Shady Oak Road, Ste. 150 Eden Prairie, Minnesota 55344 Re: CPF 3-2006-1020M Dear Mr. McGonagill: On August 8-12 and August 22-26, 2005, representatives from the Pipeline and Hazardous Materials Safety Administration (PHMSA), the Iowa Utilities Board, and the Minnesota Office of Pipeline Safety, pursuant to chapter 601 of 49 United States Code, conducted an on- site pipeline safety inspection of the Alliance Pipeline L.P. (Alliance) integrity management procedures in Eden Prairie, Minnesota. As a result of the inspection, Alliance was issued a Notice of Amendment on September 26, 2006, which proposed amendment of your procedures. Alliance submitted its proposed revisions on November 21, 2006 and its amended procedures on November 12, 2007. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation.
