320091008M_Closure Letter_07082010_text.pdf, page 1Official PDFCERTIFIED MAIL - RETURN RECEIPT REQUESTED July 8, 2010 Mr. Jim Benning, Director City of Duluth – Department of Public Works and Utilities City Hall 411 West 1st Street Duluth, Minnesota 55802 Re: CPF 3-2009-1008M Dear Mr. Benning: On September 17-21, 2007, representatives from the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Minnesota Office of Pipeline Safety, pursuant to chapter 601 of 49 United States Code, conducted an on-site pipeline safety inspection of the City of Duluth (Duluth) integrity management procedures in Duluth, Minnesota. As a result of the inspection, Duluth was issued a Notice of Amendment on April 22, 2009, which proposed amendment of your procedures. Duluth submitted its proposed revisions on May 22, 2009, and its amended procedures on April 8, 2010. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation.
