320101003M_Closure Letter_04142011_text.pdf, page 1Official PDFCERTIFIED MAIL - RETURN RECEIPT REQUESTED April 14, 2011 Mr. Tom Saunders Executive Vice President PostRock Pipelines 210 Park Avenue Suite #2750 Oklahoma City, OK 73102 CPF 3-2010-1003M Dear Tom Saunders: On December 12-14, 2009 and January 25-26, 2010, representatives from the Pipeline and Hazardous Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code, conducted an on-site pipeline safety inspection of Quest Pipeline (Quest) [now PostRock Pipeline] procedures in Olathe, Kansas. As a result of the inspection, Quest Pipeline was issued a Notice of Amendment on July 23, 2010, which proposed amendment of your procedures. Quest submitted its amended procedures on October 19, 2010, January 5, 2011 and PostRock Pipeline submitted an additional procedure on April 13, 2011. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation. Sincerely, David Barrett Director, Central Region Pipeline and Hazardous Materials Safety Administration#
