320126002M_Closure Letter_03152016_text.pdf, page 1Official PDFMarch 15, 2016 Mr. Shawn Kimberly Vice President of Terminal Operations Koch Nitrogen Company, LLC 4111 East 37th Street, North Wichita, Kansas 67220 CPF 3-2012-6002M Dear Mr. Kimberly: On October 11-13, 2011, a representative from the Pipeline and Hazardous Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code, conducted an on-site pipeline safety inspection of Koch Nitrogen Company, LLC's procedures in Garner, Iowa. As a result of the inspection, Koch Nitrogen Company, LLC was issued a Notice of Amendment on September 14, 2012, which proposed amendment of your procedures. Koch Nitrogen Company, LLC submitted its amended procedures on October 31, 2012. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
