P 525 Fritztown Road Sinking Spring, PA 19608 C PF 4-2007-5033W Dear Mr Justin: Between February 21, 2006 and December 15, 2006 Sunoco Pipeline, L. P. (Sunoco) experienced nineteen (19) separate accidents in Texas and Oklahoma requiring the submittal of reports within 30 days. The referenced accident reports were instead submitted from 1 day to well over 1 year late. The corresponding spill volumes ranged from 5 gallons to 200 barrels. Because of these findings, it appears that you have committed probable violations of the Pipeline Safety Regulations, Title 49, Code of Federal Regulations. The issue referenced and the probable violation is: 1. $195. 54 Accident reports. (a) Each operator that experiences an accident that is required to be reported under $195. 50 shall as soon as practicable, but not later than 30 days after discovery of the accident, prepare and file an accident report on DOT Form 7000-1, or a facsimile.#
