Catt Vice President, Operations El Paso Natural Gas Company Two North Nevada Ave. Colorado Springs, CO 80903 CPF No. 4-2009-1021H Dear Mr. Catt: On November 5, 2009, El Paso Natural Gas Company (El Paso) experienced a failure of its Line 1102 in Potter County, TX. (Bushland), resulting in an explosion, fire, personal injuries and property damage. As a result of the incident the Pipeline and Hazardous Materials Administration (PHMSA) issued a Corrective Action Order (CAO), 4-2009-1021H, dated November 10, 2009, requiring El Paso to take corrective actions with respect to its Line 1102 natural gas pipeline system. The cause remains unknown after extensive testing of the failed section of pipe and conditions leading up to the failure. El Paso has demonstrated to PHMSA compliance with all the requirements of its CAO. The case is now closed. Sincerely, R. M.
