Suite 1450 Houston, TX 77010 CPF 4-2010-1004M Dear Mr. Ziebarth: On December 17 through December 30, 2009, a representative of the Pipeline and Hazardous Materials Safety Administration (PHMSA) inspected Torch Energy Services (TES), Inc.’s Mardi Gras pipeline system in Bogalusa, LA., pursuant to Chapter 601 of 49 United States Code. As a result of the inspection, TES was issued a Notice of Amendment on July 9, 2010. This Notice proposed amendment of your procedures to assure safe operation of your pipeline facility. TES submitted its amended procedures on November 4, 2010. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
