C. 1100 Louisiana Street, Suite 3300 Houston, TX 77002 CPF 4-2010-5009M Dear Mr. McGill: On September 21, 2009 through September 24, 2009, and December 7 through December 11, 2009, representatives of the Pipeline and Hazardous Materials Safety Administration (PHMSA) inspected Enbridge Pipelines, L. L. C.’s (Enbridge) Cushing Terminal facility in Cushing, OK, pursuant to Chapter 601 of 49 United States Code. As a result of the inspection, Enbridge was issued a Notice of Amendment on March 8, 2010. This Notice proposed amendment of your procedures to assure safe operation of your pipeline facility. Enbridge submitted its amended procedures on September 7, 2010, and additional amendments and clarifications on November 24, 2010. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
