Environmental, Health and Safety Plains Pipeline, LP 333 Clay Street, Suite 1600 Houston, TX 77002 CPF 4-2010-7001M Dear Mr. Valenzuela: On June 21-25, 2010, a representative of the Pipeline and Hazardous Materials Safety Administration (PHMSA) pursuant to Chapter 601 of 49 United States Code inspected the Plains Pipeline, LP (Plains) - Offshore Crude procedures for Operations and Maintenance in Abbeville, LA. As a result of the inspection, Plains was issued a Notice of Amendment on December 13, 2010, which proposed amendment of the procedures. Plains submitted its amended procedures on January 31, 2011. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
