The CAO required EMPCO to develop a restart plan, effect a pressure restriction on the affected segment, complete mechanical and metallurgical testing and failure analysis, develop an integrity verification and remediation plan for the pipeline system, implement mitigative actions necessary for the safe operation of the pipeline, and submit quarterly reports with all available data and results of testing and progress of the repairs or other remedial actions being undertaken. PHMSA was notified on April 28, 2017, that Permian Express Partners (PEP) acquired the asset from EMPCO with an effective date February 1, 2017. EMPCO/PEP has completed all requirements of the CAO.
