As a result of these inspections a Notice of Amendment (NOA) was issued on April 5, 2013 to Plains. Plains responded by letter dated May 9, 2013 with procedure revisions and did not request a hearing. PHMSA reviewed the response and found that Plains had summarized the procedures revisions but had not submitted revised procedures. On February 27, 2014, PHMSA requested that the revised procedures be submitted for review. The PHMSA review of the procedures found that additional revisions were required. On March 12, 2014, PHMSA identified the issues to Plains and requested that the Operator make additional revisions. On March 26, 2014, Plains provided via email, a proposed timeline for submitting the additional revisions. Plains submitted via email proposed revisions to Items 3, 10, and 13 on April 1, 2014. The proposed additional revisions for Item 7 were submitted by Plains on May 2, 2014, and for Item 4, May 28, 2014. Based upon a review of the Plains submissions, PHMSA has determined that the procedural revisions made by Plains are acceptable.
