420145019M_Closure_12082014_text.pdf, page 1Official PDFCERTIFIED MAIL - RETURN RECEIPT REQUESTED December 8, 2014 Mr. Graham Bacon Group Sr. VP - Operations & EHS&T Enterprise Crude Pipeline, LLC 1100 Louisiana Street Houston, TX 77002 CPF 4-2014-5019M Dear Mr. Bacon: From June 2013 through May 2014, representatives of the Pipeline and Hazardous Materials Safety Administration (PHMSA) pursuant to Chapter 601 of 49 United States Code inspected the Enterprise Crude Pipeline, LLC (EP Crude) Seaway Loop, WEP III and ATEX 6 construction projects located in Oklahoma, Texas and New Mexico. The inspections included reviews of construction specifications, construction records, and onsite field visits. As a result of the inspection, EP Crude was issued a Notice of Amendment on August 12, 2014 which proposed amendment of your procedures. EP Crude submitted the requested procedural modifications on October 3, 2014. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
