Box 22186 Tulsa, OK 74172 CPF 4-2015-5013M Dear Mr. Pearson: Following the March 11, 2015 accidents reported on the Magellan Pipeline Company, LP’s (Magellan) Hearne Pipeline, representatives of the Pipeline and Hazardous Materials Safety Administration (PHMSA) pursuant to Chapter 601 of 49 United States Code inspected the Magellan procedures that are used for determination of seam failure susceptibility and assessment intervals as part of Magellan’s Integrity Management Plan. As a result of the inspection, Magellan was issued a Notice of Amendment on June 10, 2015, which proposed amendment of your procedures. Magellan submitted the requested procedural modifications on October 13, 2015. The submittal was revised and resubmitted to our office on October 26, 2015. My staff reviewed the amended procedures, and the inadequacies outlined in this Notice of Amendment have been corrected.
