(Plains) procedures and records for their pipeline facilities in the states of Louisiana, Oklahoma, New Mexico and Texas. As a result of the inspection, PHMSA issued to Plains a Notice of Amendment on May 11, 2016 which proposed an amendment of your procedures. Plains submitted its amended procedures on June 13 and August 16, 2016. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
