External visual requalifiers of DOT-approved cylinders are required to undergo function-specific training as specified in 49 CFR § 172.704. This training enables them to perform the job of external visual requalification in accordance with CGA Pamphlet C-6 or C-6.3 as applicable: (§ 180.209(g)). FUNCTION-SPECIFIC TRAINING FOR ALUMINUM CYLINDERS (CGA C-6.1-1995 INCORPORATED BY REFERENCE IN 49 CFR) (SEE REFERENCE FOR A COMPLETE LISTING), MUST COVER THE WORKER’S: • Knowledge of paint removal to ensure they can sufficiently observe cylinder walls; • Ability to inspect cuts, dents, impact damage, structural damage, chemical damage, heat or fire damage, as well as understanding the corresponding levels of damage (levels 1, 2, and 3), and how such levels impact final cylinder use; • Ability to inspect the cylinder’s interior threads and O-rings using high-intensity lights; • Ability to recognize corrosion; and • Understanding the acceptable tolerances for damages beyond which the cylinder requires repair (Rejection), or if it must be taken out of service (Condemned). Abrasive or other mechanical means of paint removal, such as shot blast or wire brush, are not recommended. Knowledge that they must remove protective sleeves prior to visual requalification; Knowledge regarding the types of damage (craze, cracking, disbanding, heat damage, voids, surface cracks, and rework); Knowledge of the levels of damage (levels 1, 2, and 3); and Acceptance criteria.
