Cause detail: BODY OF PIPE
Cause detail: A CANOEIST REPORTED SEEING BUBBLES IN THE LACROSSE RIVER AND NOTED THE PIPELINE SIGNS. WEST SALEM BRANCH LINE PIPE FOUND EXPOSED IN RIVER BOTTOM. THE LEAK WAS FROM A CIRCUMFERENTIAL CRACK THAT APPEARS TO HAVE STARTED TO CREASE IN THE PIPE MADE DURING ORIGINAL INSTALLATION IN 1963. THE CREASE APPEARS TO HAVE BEEN CAUSED BY A 4-WHEEL CUTTER BEING USED TO TRIM THE XTRUECOAT COATING FOR THE GIRTH WELD. 3-30-04 NO FURTHER INFORMATION AVAILABLE.
