Cause detail: SINCE 8/99, THE 1.1 MILE SECTION OF PIPE INVOLVED IN THE INCIDENT HAS BEEN UNDER STATIC CONDITIONS. AS A RESULT, THE OPERATOR WAS UNABLE TO MAINTAIN AN INTERNAL CORROSION PROGRAM ON THE 1.1 MILE SECTION OF PIPE. ADDITIONALLY, DUE TO THE CONFIGURATION OF THE PIPE, IT IS UNABLE TO BE PIGGED. THE ROOT CAUSE OF THE INCIDENT AS DETERMINED BY THE INVESTIGATION TEAM WAS SEVERE INTERNAL CORROSION ON THE BOTTOM SIDE OF THE 20 INCH LINE. THE 20 INCH LINE WAS SUPPLYING GAS TO A 12 INCH LINE THAT WAS BEING PIGGED AS REQUIRED BY THE PIPELINE INTERGRITY PROGRAM.
