Cause detail: ON SEPTEMBER 9, 2009 AN EXPLORER PIPELINE EMPLOYEE LOCATED 7 BARRELS OF DIESEL FUEL CONTAINED IN AN UNDERGROUND VAULT AT THE PALESTINE, TEXAS PUMP STATION. THE SOURCE OF THE RELEASE IS A 2 INCH REFILL LINE ON THE STATION SUCTION LINE. THE 2 INCH REFILL LINE WAS EXCAVATED, CUTOUT AND A DIRECT EXAMINATION INDICATED INTERNAL CORROSION. THE PRESSURE ON THE 2 INCH LINE AT THE TIME OF THE RELEASE WAS 219 PSIG AND THE HIGHEST PRESSURE THE PREVIOUS 30 DAYS WAS 507 PSIG. THE DURATION OF THE RELEASE IS UNKNOWN, BUT THE STATION WAS INSPECTED ON SEPTEMBER 4, 2009 AND THERE WAS NO EVIDENCE OF A RELEASE.
