Specifically, you inquire under the HMR when installed in a privately owned automobile. The answer is no. materials in commerce. The HMR govern the transportation of hazardous motor vehicle (e.g. fuel system, air bags, air conditioner, Equipment that is an integral part of a vehicle is not considered to be in commerce and, therefore, is battery) and not being transported on a commercial transport not subject to the HMR. I plan to attend a car show in Ocean City, MD 5/18, 5/19, 5/20/2001 and was advised by a Mr. Collins, a Maryland State Trooper monitoring this show, that when travelling through Maryland and while at this show, I must have DOT stickers on my left front and rear bumpers. When I bought this car in 1999 it was equipped with an approved NOS system and had a blue federal approval sticker on the windshield. The system was installed in the car while registered in California by Dick Landi Industries. The NOS system is bolted to my car and is designed to enhance performance and appearance (nothing more or nothing less). If California does not require a bumper sticker, I find it hard to believe that Maryland would require a sticker for this system. As per our conversation on 4/9/01, please give me written notification that I can forward to Officer Collins that clearly states that I am not required by federal law to put NOS bumper stickers on my vehicle while in the state of Maryland Thank you for your time and assistance in this matter.
