Specifically, you ask if a shipper is required by the HMR to sign the shipping paper more than once. Each person who offers a hazardous material for transportation shall certify that the material is offered for transportation in accordance with the HMR by printing (manually or mechanically) on the shipping paper containing the required shipping description, the certification contained in $ 172.204. We requested that the shipper sign the shipper's certification statement around the shipper's certification. The bill of lading attached was tendered as you that is accompanied with a signature line. Their contention was that signing the "SHIPPERS" line at the bottom of the bill of lading constituted certifying the shipment.
