Specifically, you ask if this material was intended to be forbidden for air transport under the HMR. In accordance with §§ 171.22( e) and 172.101, this material is currently forbidden for transportation by aircraft under the HMR, and cannot be shipped unless a special permit or other authorization to ship this material is obtained from the Associate Administrator (AA); even though it is authorized by the International Civil Aviation Organization (ICAO) Technical Instructions and the International Aviation Transport Association (lATA) recommendations.
