We understand that this type of flexible pipe has been used successfully offshore in situations similar to those you propose. Further, the proposed test pressure exceeds that required by §195.302(b)(2). Consequently, we find that your proposal is not unduly hazardous. The first paragraph, first sentence, South Pass Block 49 should read South Pass Block Paragraph two, under the pipeline design criteria: Working Pressure should be changed to Test Pressure. The letter should read as follows: Petroleum Company plans to initiate crude oil transportation from Mississippi Canyon Block 20-A platform to a subsea tie-in in South Pass Block 50 in December 1984. (Proposed Pipeline Route - Attachment 1). The pipeline a 6" line approximately 54,900 ft. long consisting Pag-O-Flex seamless pipe sections. A 1000 ft. section of Pag-0-Flex will extend from the platform riser and a 420 ft. section of Pag-0-Flex will be installed at the subsea tie-in to protect the pipeline from mudflows. The pipeline design criteria is as follows: Design Pressure 1440 psig Operating Pressure 875 psig Test Pressure 2160 psig Design Temperature 115°F Design Flowrate 8000 BOPD The Pag-0-Flex material and testing procedures hereto.
