San Antonio, IX 78238 Dear Mr. Valdez: This is in response to your request dated February 19, 1999, regarding quantity limitations for highway shipments of non- bulk packagings under the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180). There are no restrictions on the amount of non-bulk packagings a highway shipment may contain under the HMR. Quantity limitations for air and passenger rail shipments are shown in column 9 of the Hazardous Materials Table (S. 172.101), but there are no equivalent restrictions for highway shipments of hazardous materials.
