Spalding, Director Gas Pipeline Safety Division State of West Virginia Public Service Commission Charleston, West Virginia 25305 Dear Mr. Spalding: This is in reply to your letter of February 2, 1971, to Mr. Walter Kurylo, concerning the classification under 49 CFR, Part 192, of a line serving a single industrial plant up to the measurement and regulating station. The definition of transmission line for the purposes of our regulation is contained in Section 192.3. If the line either transports gas from a gathering line or storage facility to a distribution center or storage facility or it operates at 20 percent or more of SMYS or if it transports gas within a storage field it is considered a transmission line, otherwise it is a main or service line. A measurement and regulating station serving an industrial plant would not alone in our interpretation, constitute a distribution center. In the circumstance you have described the line would be considered a service line unless it met one or more of the described conditions which would bring it within the definition of a transmission line.
