Flanders Connecticut Public Utilities Commission State Office Building 165 Capitol Avenue Hartford, Connecticut 06115 Dear Mr. Flanders: Confirming your telephone conversation of June 8, 1971, with Mr. Paul Cory of my staff we have interpreted 49 CFR, Section 192.723(b)(1) as follows: It is not necessary to have a probe inserted into manholes or into cracks in pavements or sidewalks. It is necessary that your flame-ionization equipment pass over all such area in such a manner that the presence of gas leaking through cracks or the accumulation of gas within manholes would be detected.
