Page 1July 2, 1971 Miss Patricia Sellers Sellers & Sellers Attorneys at Law 202 Security Building Sapulpa, Oklahoma 74066 Dear Miss Sellers: This is in reply to your letter of June 17, 1971, requesting safety standards pertaining to pipelines transporting liquid hazardous commodities. The Department of Transportation has in effect safety regulations covering the design, construction, inspection, testing, operation and maintenance of pipelines engaged in the transporting of liquid hazardous commodities in interstate and foreign commerce. I have enclosed a copy of these regulations entitled, "Part 195 - Transportation of Liquids by Pipeline," along with the current amendments to the regulations. Part 195 pertains to pipelines of all sizes. The formula for internal pressure design is contained in Section 195.106 and that formula takes into consideration the stresses relative to size. That is, if all other variables in the formula, such as wall thickness, yield strength and seam joint factors are constant, a large diameter pipe cannot operate at as high a pressure as a small diameter pipe.
