Irwin Chief Engineer State Corporation Commission Topeka, Kansas 66612 Dear Mr. Irwin: Thank you for your letter of August 5, 1971, in which you ask, "...will the Office of Pipeline Safety continue to use the standards and specifications with 1970 and earlier dates for an extended period of time or will these have to be continually updated as new revisions become available?" Our answer is that it will be necessary for OPS to continually review new editions of the specifications and standards as they become available, and if they are found to be acceptable add them, where appropriate, to the regulations. Notification will be published in the Federal Register. Materials manufactured under the previously listed specifications and standards will still be acceptable for use to permit using materials that were already manufactured. At present there are no plans for dropping from the list the editions of the various specifications and standards now listed. We recommend that as a minimum you purchase the latest editions presently listed in Appendix A as amended, and earlier editions, if they are available. Materials manufactured to meet specifications that are a later edition than those listed in Appendix A, but that are certified by the manufacturer to at least meet the requirements of the latest presently listed specifications, will be considered acceptable.
