Your specific question was: "Please advise whether or not a liquefied petroleum gas system that serves less than 100 customers from a common source and the pipeline does not cross a public place such as a highway fall under the regulations of the Department of Transportation minimum safety standards in the transportation of natural and other gas by pipeline." A liquefied petroleum gas system that serves ten or more customers is subject to the Federal gas pipeline safety standards regardless of whether or not it crosses a public place such as a highway. Liquefied petroleum gas systems serving less than 100 customers are exempt from the annual report requirement of 49 CFR §191.11 but not from the safety standards.
