Tulsa, Oklahoma 74119 Dear Mr. Doyle: Reference your letter of December 8, 1972, in which you ask for any information, suggestions, or reference material applicable to an oil products pipeline originally used for transportation of crude oil and more recently for liquid propane. Federal safety regulations governing the transportation of liquids by pipeline, issued by the Department of Transportation are contained in Part 195 of Title 49 of the Code of Federal Regulations. We are enclosing a copy of Part 195 which should provide the basic information you seek. You might note that these regulations apply to transportation by pipeline in interstate and foreign commerce. The requirements for depth of cover over buried pipelines, which you specifically mentioned, are contained in sections 195.248 and 195.210. These are construction requirements applicable to new pipeline rather than to existing pipeline. If, after your review of the regulations, you have specific questions, we will be pleased to respond.
