Wiggs Marketing Manager Heath Consultants Incorporated 100 Tosca Drive Stoughton, MA 02072 Dear Mr. Wiggs: Thank you for your letter of October 3, 1974, asking whether public housing authorities are required to perform gas leakage surveys and, if so, how often. Where a public housing authority purchases gas from a public utility, and then sells and distributes the gas through its own mains and service lines to customers who may or may not be metered, the housing authority is the operator of a gas distribution system and is subject to the requirements of 49 CFR Part 192 (copy enclosed). Section 192.723, in conjunction with sections 192.603(b) and 192.13(c), requires an operator of a distribution system to periodically conduct leakage surveys. In business areas, a survey must be conducted at intervals of 1 year or less. Elsewhere, surveys must be conducted as often as necessary but not less frequently than at 5- year interval; We trust this satisfactorily responds to your inquiry. Sincerely, SIGNED Joseph C.
