Box 116 White Deer, Texas 79097 Dear Mayor James: Your letter of April 23, 1976, requesting a waiver from compliance with 49 CFR 192.457, concerning corrosion control, is returned herewith. The petition should be presented to the Texas Railroad Commission which has authority under the Natural Gas Pipeline Safety Act of 1968 to enforce and grant waivers from compliance with the Federal standards for intrastate gas pipeline facilities in Texas. Should the Commission decide to grant the waiver, we will review that decision in accordance with Sec. 3(e) of the Act. Page 2City of WHITE DEER April 23, 1976 Request for Waiver City of White Deer Gas System Regulation Involved: 192.457 Regulations for Trans. of Natural and Other Gas By Pipeline, Parts 191, 192, Title 49, Revised October 1, 1973. Department of Transportation Office of Pipeline Safety. The existing regulation is inappropriate for the City of White Deer Gas System because of the time element involved. Partial condition of lines is one of deterioration. It will be very costly to check and very costly to install the replacement lines. Some of the distribution lines could be replaced at less cost with plastic instead of steel. The waiver is necessary at this time because it would allow the City of White Deer time for the complete check of the system to determine the replacement lines. It would allow time for replacement. The description of the pipeline system is coated steel lines in Pullman-Randall Soil.
