Page 1August 24, 1976 Mr. Bud Prielipp North Fork Trailer Park 11825 Sierra Way Kernville, California 93238 Dear Mr. Prielipp: This responds to your letter dated May 26, 1976, in which you ask if the Federal pipeline safety standards apply to the petroleum gas system that you operate in the North Fork Trailer Park, Kernville, California. The Materials Transportation Bureau administers Federal safety regulations applicable to pipelines used in commerce to transport gas. The regulations which are set forth in 49 CFR Part 192 (copy enclosed) apply to petroleum gas systems. Section 192.11(a) states: "No operator may transport petroleum gas in a system that serves 10 or more customers, or in a system, any portion of which is located in a public place (such as a highway), unless that system meets the requirements of this part and of NFPA Standards No. 58 and No. 59. In the event of a conflict, the requirements of this part prevail." You also refer to the form DOT F7100.1-1. As provided by 49 CFR 191.11(b), this form need not be submitted by operators of petroleum gas systems which serve less than 100 customers from a single source.
