Box 240 Jacksonville, FL 32201-0240 Dear Mr. Cook: I am responding to your letter of July 7, 1992, concerning the Department's regulations governing the transportation of natural gas by pipeline. Enclosed with the letter was a packet of material, consisting of a calendar and two notices, that you said the South Georgia Natural Gas Company sends to landowners. You asked if this material would partially satisfy the gas company's obligation under the regulations to provide a public education program. The Department's gas pipeline safety regulations are in 49 CFR Part 192. Section 192.615(b) provides: Each operator shall establish a continuing educational program to enable customers, the public, appropriate government organizations, and persons engaged in excavation related activities to recognize a gas pipeline emergency for the purpose of reporting it to the operator or the appropriate public officials. The program and the media used must be as comprehensive as necessary to reach all areas in which the operator transports gas. The program must be conducted in English and in other languages commonly understood by a significant number and concentration of the non-English speaking population in the operator's area. Based on our review of the material, we believe it qualifies for use as part of an educational program intended to satisfy § 192.615(b).
