I recall that years back we were told by headquarters that we do not have any authority over pipelines in this service. This was when we were having problems with leaks in William's lines across southern Missouri. (Their PD-10 system). The regulations do not cover this material, which, as I recall, was not classified as hazardous. It also sticks in my mind that this issue has surfaced again in the last few years and that someone held that we would have jurisdiction over such a pipeline under the act. - or that possibly another region was addressing problems on such a pipeline. dal\195.0\93-07-15#
