REPAIROn September 19,2024, a Quest ultrasonic combo Inline Inspection (ILI) tool was used to inspect EPO’s System 62 8” Enterprise Lateral #5 Ethane line. The inspection was conducted in water. The final report was received on and reviewed on November 6, 2024, making this the date of discovery. In the report, a 17% and 20% metal loss anomaly that cross the long seam were reported. These anomalies meet the criteria of a 180-day condition per 49 CFR 195.452(h)(4)(iii)(H). The 180 day anomaly remediation deadline from the date of discovery (November 6, 2024) is May 5, 2025. The location of the anomalies were found to be near a railroad (Latitude: 29.846846° Longitude: -94.906029° and Latitude: 29.851090° Longitude: -94.906470°). Excavation of the anomalies require approval and permitting from the railroad company owner. A permit application will be filed later this year, with digs planned after permit approval in early-mid 2026. In accordance with 49 CFR 195.452(h)(2), the anomaly investigations will remain on hold until the railroad company issues the permit, therefore the 180-day remediation deadline will be exceeded. The pipeline has been deinventoried, and a low-pressure nitrogen purge will continue to be applied until the railroad company permit approval is received, and the anomalies are investigated and remediated. During the outage period, the anomalies do not pose a risk to public safety or the environment.#
