PROGRAMOpID 39375 WOODWAY TEXAS PIPELINE LLC OpID 39755 WOODWAY BLUEBONNET PIPELINE LLC In 2025, Woodway Holdings, the parent company of Woodway Bluebonnet Pipeline and Woodway Texas Pipeline, collectively "Woodway", implemented a major enhancement to its pipeline information management processes through the deployment of a new geodatabase designed for data analysis and records retention. This advancement in data collection and integration enabled Woodway to transition from a Subject Matter Expert (SME)-based risk assessment approach to a structured semi-quantitative methodology. In accordance with 49 CFR §192.909(b), this letter serves to notify PHMSA and the Railroad Commission of Texas (RRC-TX) that a significant change has been made to our data management and risk assessment practices and fully adopted into our Integrity Management Program (IMP) in September 2025.#
