EXXONMOBIL PIPELINE COMPANY LLC — Integrity Assurance Notification

REPAIRExxonMobil Pipeline Company LLC (EMPCo) is providing this notification in accordance with 49 CFR 195.452(m) to inform PHMSA of a delay in completing a 60-day condition repair on the St. James to Bayou Choctaw Crude LA-117 system. The 60-day repair deadline for this condition is November 11, 2025. We have been working on the repair details and obtaining the necessary permits. EMPCo has completed data integration and a Level 2 Fitness for Service analysis per API 579 to confirm the continued integrity of the pipeline. API 579 provides guidelines for assessing the integrity of dents, gouges, and dent-gouge combinations in pressure-containing equipment, particularly pipelines and vessels. It offers Level 1 and Level 2 screening methods based on dent depth, material toughness, and fatigue considerations for cyclic service. This part of the standard helps engineers determine whether a dented component is fit for continued service or requires repair, ensuring safe operation under expected loading conditions. The results of EMPCo’s engineering analysis demonstrate that the condition does not pose a threat to the integrity of the pipeline or to the public safety, and therefore, continued operation at current pressure is considered safe pursuant to API 579. Upon issuance of the U.S. Army Corps of Engineers permit and confirmation of safe field conditions, EMPCo will proceed with the repair in accordance with all applicable regulatory and safety requirements.#
