The Commissioner granted the waiver renewal on December 20, 2021, to Maurepas Pipeline, LLC, (Maurepas), pending a 60-day review and no objection by PHMSA. The Commissioner originally granted the State waiver, PL Order No. 7620, PHMSA-2016-008, on June 16, 2016, to Maurepas. The Commissioner issued the State waiver to Maurepas for variance from the cathodic protection (CP) requirements of 49 CFR § 195.563 for the operation of 35.7 miles of 12-inch diameter steel pipeline in St. James, St. John the Baptist, and St. Charles Parishes, Louisiana, to transport vacuum gas oil and connect Motiva’s Convent and Norco refineries. The Maurepas pipeline has an external jacket around the pipe that is impervious to moisture and CP. Pursuant to 49 USC § 60118(d), PHMSA does not object to this waiver renewal dated December 20, 2021, and effective until December 31, 2026, by the Commissioner for the Maurepas 35.7- mile pipeline facility between Motiva’s Convent and Norco refineries. I request that a copy of the Commissioner’s final waiver to Maurepas be forwarded to PHMSA within 30 days of issuance.#

The Commissioner issued the State waiver to Maurepas Pipeline, LLC, for variance from the cathodic protection requirements of 49 CFR § 195.563, for the construction of 35.7 miles of 12- inch steel pipe in St. James, St. John the Baptist, and St. Charles Parishes, Louisiana, to connect Motiva's Convent and Norco refineries. The Maurepas pipeline is intended to transport vacuum gas oil (VGO) between the refineries and will eliminate the need for the product to be transported by barge. VGO becomes immobile as it cools and as such, insulation around the pipe must be utilized to keep the product warm enough to be transported by pipeline. Insulation, however, will render cathodic protection ineffective; therefore, Maurepas Pipeline, LLC, proposes to place a jacket (Viscotag) around the pipe that is impervious to moisture so that external corrosion cannot occur, thus eliminating the need for cathodic protection (CP). While the product has been utilized in pipelines in Europe, there is no known usage of Viscotag on a pipeline in the U.S. On July 27, 2016, the Commissioner provided PHMSA a modification to the order of June 13, 2016. PHMSA has "no objections" to the conditions of the Final Amended Order and accepts the "Order" as amended.#
