The Waiver was requested by Harvest Midstream Company (Harvest) for the installation and operation of approximately 4.2 miles of 6-inch diameter FlexSteel pipe (Pipeline) and fittings to transport crude oil in St. Mary Parish, Louisiana. The Commissioner’s notice indicated that the Waiver would be granted pending a 60-day review and no objection by PHMSA. The Pipeline crosses the Intracoastal Waterway and is routed between Harvest’s Atchafalaya 12- inch diameter pipeline and their Burns Dock Facility. The Waiver is for usage of FlexSteel pipe and fittings that are not covered under 49 Code of Federal Regulations (CFR) §§ 195.8; 195.106; 195.112; 195.200; and 195.406(a) for the materials, design, installation, and operation of approximately 4.2 miles of 6-inch diameter FlexSteel pipe and fittings that will be inserted into an existing 12-inch diameter pipeline with internal corrosion issues. The FlexSteel pipe will have a pressure rating of 1,500 pounds per square inch gauge (psig) and the pipeline will operate at a maximum operating pressure of 700 psig. The notice set forth numerous Waiver conditions involving extensive design, testing, operational, and maintenance requirements.#
