This waiver will allow Elwood to continue to operate 550 feet of its 24-inch intrastate natural gas transmission pipeline at a maximum allowable operating pressure (MAOP) of 650 pounds per square inch gauge (psig), which is located on the Elwood power plant property in Will County, Illinois. The 650 psig MAOP is based upon operating the pipeline at 60% of specified minimum yield strength (SMYS), whereas 49 CFR 192.619 requires a MAOP of 542 psig based upon the pipe being in a meter station and using a design factor of 50% SMYS for meter station piping. The Commission issued the waiver to Elwood with conditions requiring quarterly leak surveys, pipeline operations at no greater than 60% SMYS of the pipe, and retirement of the pipeline by December 31, 2021. Pursuant to 49 USC § 60118(d), PHMSA does not object to issuance of this waiver by the Commission for the Elwood pipeline facilities provided the Company complies with the conditions set forth in the waiver. PHMSA requests that a copy of the Commission’s final waiver to the Company be forwarded to PHMSA within 30 days of issuance.#
