Woodruff Secretary, Chief Regulatory Law Judge Missouri Public Service Commission 200 Madison Street, Suite 900 Jefferson City, Missouri 65101 Re: Docket No. PHMSA-2020-0112 State of Missouri – Public Service Commission, File No. GE-2020-0295 Dear Mr. Woodruff: On September 2, 2020, pursuant to 49 United States Code (USC) § 60118(d), the Pipeline and Hazardous Materials Safety Administration (PHMSA) received a letter from the Missouri Public Service Commission (Commission) notifying PHMSA that the Commission granted a waiver of 49 Code of Federal Regulations § 192.740 to Spire Missouri, Inc. (Company). This waiver will allow the Company to include their farm tap inspection program into the Company Distribution Integrity Management Program (DIMP). The Commission issued the waiver to the Company to continuously monitor farm taps for heightened levels of risk under DIMP, to implement applicable pipeline regulations regarding farm taps, and to provide quarterly and annual reports on leaks and other pressure regulating or pressure limiting device failures of farm tap facilities to the Commission Staff. The waiver applies to the Company’s Spire Missouri East and Spire Missouri West pipeline operating units. Pursuant to 49 USC § 60118(d), PHMSA does not object to issuance of this waiver by the Commission for the Spire Missouri East and Spire Missouri West pipeline facilities provided the Company complies with the conditions set forth in the waiver. PHMSA requests that a copy of the Commission’s final waiver to the Company be forwarded to PHMSA within 30 days of issuance.
