This waiver will allow the Company to complete the next required seven-year integrity assessment by no later than June 30, 2021. The Commission issued the waiver to the Company for a pipeline integrity assessment timing interval extension due to the unavailability of the type of inline inspection tools needed, to maintain gas supply, and to address workers’ health concerns due to the COVID-19 pandemic. The waiver is for dual 24-inch diameter pipelines (Clove Lake Segment) that operate at a maximum allowable operating pressure of 350 pounds per square inch gauge and up to 20 percent of the pipe specified minimum yield strength. The Clove Lake Segment crosses the Narrows in New York Harbor near the Verrazano-Narrows Bridge in New York City. Pursuant to 49 USC § 60118(d), PHMSA does not object to issuance of this waiver by the Commission for the Clove Lake Segment providing the Company complies with the conditions set forth in the waiver.
