The waiver allows a dent on a hazardous liquid (HL) pipeline to be assessed using the engineering critical assessment and dent evaluation criteria in 49 Code of Federal Regulations (CFR) §§ 192.632 and 192.712(c) in place of using the remediation required in 49 CFR § 195.452(h)(4). The Commission issued the waiver (Oversight & Safety Docket – OS-23-00010813 – Hearing Letter No. 3 – Final Order) to INEOS on June 14, 2023. The waiver applies to a single 4.2% dent on the INS-TCCB-PYL-6-inch diameter, Pyrolysis Gasoline (Pygas)/Benzene Pipeline System (Pipeline) located in a casing for a railway in Galveston County, Texas. The Pipeline is an intrastate HL pipeline located in Brazoria and Galveston Counties, Texas. Pursuant to 49 USC § 60118(d), PHMSA does not object to issuance of this waiver by the Commission to INEOS Pipeline.
