(NuStar) pipeline facility at Linden, New Jersey. As a result of the inspection, NuStar was issued a Notice of Amendment (NOA) on August 31, 2015, which proposed amendment of your procedures. NuStar submitted its amended procedures on October 28, 2015. PHMSA reviewed NuStar’s amended procedures, and in a letter dated January 7, 2016, asked NuStar to further amend its procedures to fully address the inadequacies outlined in the NOA. On February 5, 2016, NuStar submitted further amendments to its procedures. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this NOA have been corrected. This letter is to inform you no further action is necessary, and this case is now closed. Thank you for your cooperation.
