120155013M_Closure Letter_02242016_text.pdf, page 1Official PDFOVERNIGHT EXPRESS DELIVERY February 24, 2016 Mr. John Roller VP, Terminal Operations NuStar Terminals Operations Partnership L.P. 19003 IH-10 West San Antonio, TX 78257 CPF 1-2015-5013M Dear Mr. Roller: From August 26-28, 2014, a representative from the Pipeline and Hazardous Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code, conducted an on- site pipeline safety inspection of NuStar Terminals Operations Partnership L.P. (NuStar) pipeline facility at Linden, New Jersey. As a result of the inspection, NuStar was issued a Notice of Amendment (NOA) on August 31, 2015, which proposed amendment of your procedures. NuStar submitted its amended procedures on October 28, 2015. PHMSA reviewed NuStar’s amended procedures, and in a letter dated January 7, 2016, asked NuStar to further amend its procedures to fully address the inadequacies outlined in the NOA. On February 5, 2016, NuStar submitted further amendments to its procedures. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this NOA have been corrected. This letter is to inform you no further action is necessary, and this case is now closed. Thank you for your cooperation.
