Paullin, DMT-10 Your memorandum of September 14, 1983, indicates the need for further information to respond to my cases 1, 2 and 3. Assume that the source line is transmission or non-rural gathering and that it is "legally unodorized" because it meets the provisions of either 192.625(b)(1) or (3) but not (b)(2). I trust this information will be sufficient to respond to cases 1, 2 and 3 which concern "one customer" pipelines. If the type of ultimate consumer does influence your responses to cases 1, 2 and 3 (as suggested in your final paragraph), I request guidance as to how to distinguish between "large volume customer: and, for example, an industrial or farm tap customer.
